The first EU-CELAC Business Summit was organized in January 2013 in Santiago, Chile, at the initiative of the Latin American Center for Relations with Europe (CELARE) and the IdA in connection with ministries of Foreign Affairs of Chile and France and the collaboration of the EU-LAC Foundation.
This important step led to a decision in favor of academic cooperation for higher education, science, technology and innovation, reflected in the Declaration of Heads of State and Government.

Two seminars were organized to prepare the first EU-CELAC Summit academic.

The first was held at the Institute of the Americas, Paris June 7, 2012, and brought together over 90 participants from the academic and institutional world of both regions;

The second was organized by the Colegio de Ingenieros de Perú and Alianza Estratégica and took place in Lima on 8 and 9 October 2012.
